I took a stab at adding the command line in the steam properties yet that works as well if you had the steam version. So here’s my concern, I was advised to dispatch gta by LaunchEFLC I did that yet I get that irritating boundless stacking screen so adding the command line into the game folder is a great solution.

I figured out a way to run the game through steam. Mine is working fine now on Windows 10, no need for compatibility mode what so ever. Just remember to set the priority to HIGH while the game is loading ,otherwise it will be stuck at the loading screen.
I did this and it works! No more launcher, no more compatibility settings, no more set launch options works through steam! Once the game is started (gta IV.exe) find the process and change the priority high from normal.
How to fix:
- Right click on your desktop
- Go to Screen Resolution
- Select Advanced settings
- Check the Dedicated video memory
- Enter that value in your commandline.txt
